Cybercab Debuts on Austin Streets

Tesla confirmed a formal Cybercab launch event in Austin on September 3, 2026. The two-seat vehicle has no steering wheel or pedals. It relies entirely on Tesla’s onboard computer system to drive itself. The event served as a public unveiling, not a stamp of approval from federal safety regulators, and wide public access to the vehicle will stay limited for now.

The rollout builds on months of testing. Tesla began running production Cybercabs on Austin roads back in late June, with a company safety monitor sitting in the passenger seat since the car has no driver controls at all. Tesla said this marked the first time a production vehicle without manual controls had operated on public streets.

Unsupervised Rides Already Underway

Weeks before the Cybercab unveiling, Tesla had already dropped human safety supervisors from its regular robotaxi fleet. On June 3, the company’s official robotaxi account announced “Unsupervised Robotaxi now in the entire Austin Metro area,” expanding coverage to suburbs like Pflugerville and Manor, along the Interstate 35 corridor and out to Austin-Bergstrom Airport.

That expansion followed an earlier, more cautious start. Tesla had launched robotaxi rides in Austin back in 2025 with a human safety operator riding in the front passenger seat, a limited deployment meant to build confidence before removing people from the loop entirely. By July, a state transportation monitor said only a Tesla safety employee remained in Cybercab test rides, with no driver controls present at all.

Texas Law Sets the Rules of the Road

Tesla’s ability to operate without a steering wheel rests heavily on Texas state law rather than federal rules. Texas Governor Greg Abbott signed legislation in 2025 requiring a state permit for self-driving vehicle operators, giving the Texas Department of Motor Vehicles oversight before any company could run driverless cars on public streets.

A newer state law, known as SB 2807, goes further. It blocks individual Texas cities from writing their own self-driving car rules, meaning Austin, Dallas, and other municipalities cannot set stricter local standards. The law defines the autonomous driving system itself as “the driver” and lays out safety, insurance, and police-response requirements companies must follow.

Federal Rules Still Lag Behind the Technology

At the federal level, safety standards were written decades ago for cars built with steering wheels and pedals. The National Highway Traffic Safety Administration has spent years working to close that gap for vehicles designed without any manual controls at all.

Other companies have already secured formal federal sign-off that Tesla has not. Amazon’s Zoox received a commercial exemption from federal vehicle safety standards for its purpose-built robotaxi, covering up to 5,000 vehicles over two years, making it the first vehicle with no steering wheel, pedals, or driver’s seat to get that federal approval. In July, the agency’s administrator said regulators would “absolutely” consider dropping the steering wheel requirement altogether for driverless cars.

Tesla has not followed the same exemption path as Zoox. Instead, the company is moving forward on a self-certification approach in Texas, betting that state law and its own engineering judgment are enough to put driverless Cybercabs in front of paying passengers. Whether federal regulators eventually require more remains an open question tied to the broader debate over how fast this technology should scale nationwide.
